Non Use Fee Payments reassured

Jay Burley's letter to the Residence Owners: He apologizes for the delayed payment and reassures us of their (Elliott) commitment to continue to provide timely payments for future quarters.
After this statement no further payments were made. Elliott changed their strategies and claimed Non Use Fees weren't mandatory anymore.
